Would it be possible to use a batch script to export time remap files for After effects. I would want to run the script to export a folder full of magpie pro files that have been keyed to dialogue. If this is possible how would I set it up?

Yes. The tutorial has a section on batch exports, that will give you an idea of what you need to do.
